Defence Minister McGuinty announces new critical military equipment funding for Ukraine
Canada will partner to purchase a $500 million USD package of critical military capabilities from the USA under the North Atlantic Treaty Organization’s (NATO) Prioritized Ukraine Requirements List (PURL). Canada’s contribution to the PURL purchase is $200 million USD, Minister of National David McGuinty announced on Dec. 3
When converted to Canadian currency, the $500 million amounts to more than $697 million, with Canada’s portion being just less than $280 million.
Launched in August 2025, the PURL initiative addresses Ukraine’s most urgent military needs by sourcing critical capabilities that the United States can provide in greater volumes than Europe and Canada alone, such as air defence, ammunition and other critical equipment. Canada welcomes this initiative, recognizes the collective Allied effort, and continues to carefully evaluate how to best support Ukraine’s pressing defence requirements.
Today’s announcement builds on Prime Minister Mark Carney’s August announcement of Canada’s full funding of an earlier PURL package, bringing the total of Canada’s contribution to PURL to approximately CAD $892 million.
Canada has demonstrated its ongoing and steadfast support for Ukraine, committing over $6.5 billion in military assistance since February 2022. Canada remains fully committed to supporting Ukraine in the long term against Russia’s aggression.

- Previous Canadian donations include Leopard 2A4 main battle tanks, commercial pattern armoured vehicles, armoured combat support vehicles, high-resolution cameras, drones, a National Advanced Surface-to-Air Missile System, satellite imagery and communications, artillery systems and ammunition, missiles, small arms and ammunition, medical supplies, and winter clothing and a range of other urgent equipment.
- In August 2025, Prime Minister Mark Carney announced approximately $680 million (USD $500 million) for the purchase of a NATO Prioritised Ukraine Requirements List package of military equipment sourced from the United States to strengthen Ukraine’s air defence capabilities and provide other urgently needed military assistance.
